Unit 5: How to ensure good communication with local authorities?

In order to ensure a good communication with local authorities it is recommended to involve the local community in planning and decision-making.

If the area is a touristic one with big potential and with lots of investors, it is very difficult for both parts (authorities and investors) to communicate as closely and often as needed. Therefore establishing a non-profit promotion association / employers association of those involved in business in the respective touristic area would be a good opportunity to gain influence within the community and to increase the support and trust of all actors respectively local authorities members.

These associations should demonstrate to the local authorities that they would have only benefits by supporting Responsible Management, as it ensures the economic growth, jobs and development of the infrastructure in the area. Tourism income brings economic growth and prosperity transforming the touristic area by raising living standards in local communities. The members of the associations must show and assure the local community that their main interest is to create new jobs and help develop the community’s future.

For example, in Romania considering the difficult dialogue with the National Tourism Authority from the last years, every region decided to organize into Regional Associations. The Associations are organized by local authorities and investors, so they can decide together which are the solutions for their problems and the budget they need. The local association from Constanta County decided to implement the “local promotion tax” which is paid by all the investors from the touristic area Mamaia Resort (hotels, restaurants, shops). The money is used for organizing summer events, promotion materials (websites, catalogues, flyers) and also for the participation at national and international tourism fairs.

Some actions how to establish the good communication with the local community are:

  • to understand the local, safety and security, infrastructural, resource, educational, poverty, disability and health constraints (e.g. HIV/AIDS), when designing, operating and marketing tourism;
  • to understand the historical, political and cultural context of local and host communities, and historical relationships with tourism development and protected areas;
  • to encourage proactive participation and involvement by all stakeholders – including the private sector, government at all level, local communities (their leaders and structures) – at all stages of the tourism life cycle;
  • to create opportunities and to eliminate barriers for accessing mainstream tourism markets for local communities;
  • to encourage formal and informal sector enterprises to develop effective structures, or join the existing bodies, for marketing and tourism development. Create the environment to do so by providing resources, technical and management capacity;
  • to include stakeholders as part of a decision-making process at the destination level, to determine what constitutes sustainable levels of tourism in the social, natural, and economic context;
  • to create programs of education within school curriculums, as well public awareness should be created within communities- these implementations are needed regarding the potential positive and negative aspects of tourism;
  • to post employment education and training programs;
  • to involve the local communities in growing the local tourism business by using existing facilities and by implementing new activities and attractions. Individual enterprises and groups of enterprises need to develop complementary products. (report number of new activities/ attractions; number of visitors);
  • to empower communities to market their cultural traditions and products as assets and enhance their economic opportunities;
  • to create information materials and visitor information centers should be developed by cooperating with local communities;

On the other side, local authorities must create new legal frameworks regarding environmental protection depending on the targeted area (sea, mountains) adapted to the demands of the owners of accommodations and also to the tourists that come visiting the area, in order to support the development of the infrastructure and of course to support the cleaning activities of the touristic sites.
